We analyze StartMenuExperienceHost.exe with process monitor and see that it loads the following Citrix DLL: C:\Program Files\Citrix\HDX\bin\Citrix.Hooking.Uwp.Bridge.dll
This is confirmed by the observation that the problem occurs after installation/update of Citrix VDA.
In Citrix, a deactivation can be carried out with ExcludedImageNames by CtxHook. The following command takes effect immediately - without a restart:
reg add HKLM\SOFTWARE\Citrix\CtxHook /f /v ExcludedImageNames /d StartMenuExperienceHost.exe
Maybe the same problem can also occur with other applications that injecting themselves to StartMenuExperienceHost.exe.
